Purchased ~June, 1977,  
The hour count chimes are not in sync. Recently it rang as many as 22 times, 19 times at Noon today.

after 31 years the movement is probably ready for overhaul or replacement(better deal) entire new movement probably is about 300 dollars- an overhaul will cost as much.

Sounds like the hour strike IS in sync, just striking to many times??
It is striking on the hour but just not stopping after 12 bongs??Depending upon the movement in the clock(info stamped on the back brass plate) the fix to over-striking can be simple- need more info to help.
