Question
Dear Sir,
        I had bought a Ridgeway from a family a few years back knowing that the chimes did not work. The clock keeps excellent time, just no chime. I built myself a rack so I could watch the operation of the back of the mechanics of the face and mechanism's. The (tick) at the quarter hour does sound, and I see a small movement in the center but no chimes. The back is marked as noted here.

Answer
I suspect the clock needs cleaning, adjustment and fresh lubricant.  You indicate you hear the clock click on the quarter hour.  When that click occures the chime train is trying to cock.  Something is stuck in position preventing that from happening.  That's where the cleaning and lubrication comes in to correct.
