Question
QUESTION: I pulled the 2 outer clock chains up too high and now they will not move.  Only the middle chain moves.

ANSWER: probably you did not pull them up too high (very rare)

probably is not chiming the quarters or the hour for some other reason. check for an "off" lever by the #3 on the dial

pull down on the right weight to make it heavier, while moving the minute hand around to see if it frees up the chimes.

---------- FOLLOW-UP ----------

QUESTION: Thanks for the quick response.  No off lever near #3 on the dial.  Alos, I plled on the right weight, moved the minute hand and the chains did not free up.  Any other suggestions?

Answer
check to see if the top of the weight or chain are actually not caught on the underside of the clock movement seat board somehow. No other suggestion - movements 25+ years old will have chiming problems like yours - need a pro for overhaul or replacement of the movement.
