Answer
Apparently you have removed the dial and are able to see all the levers and gears mounted on the frontplate of your movement.  As you face the clock the 3 weights it has are strung as follows;  left side = strike train (announces the hour);  center = time train (tells you the time);  right = (chimes the quarter hours) chime train.  You will note tat both the strike train and chime trains has a cogged gear in the form of about 1/3 circle.  The teeth in those gears are what regulate the number of blows the train delivers to the chime rods.  A pin on a lift cam rotates into the teeth of the gear causing it to advance one tooth for each rotation.  This rotation should continue until the pin runs out of teeth, at which time a lock falls into place, locking the train down.  In your case the strike train is failing to lock down.  This could be for a variety of reasons, most probable is that the pin for the strike train cam is missing, or bent, in which case you simply correct using a taper pin as replacement.  Another possibility is that the cam is not tight on its shaft allowing the shaft to spin for as long as there is power.  In this instance you would need to push the cam back towards the frontplate, thus re-establishing friction.  Yet another prospect is that the retainer holding the cog gear onto its shaft is missing or loose.  In this case you would need to provide a new fastener.  Regardless of the nature of the problem I urge that you observe carefully the action of the gears and levers of the chime and strike trains.  Doing so will show you the difference between the two and allow you to understand exactly what has gone wrong.  Regards WJP
