Question
the westminster chimes are not working the springs seem to be stuck and are unwindable. the main spring that keeps the time is fine

if there is no shut off lever in a slot in the dial by the number 3-and the hammers under the unit are not locked down by a metal lever that needs to be lifted off them-then try manually turning the big gears on the outside back of the clock, while moving the minute hand clockwise through the quarters. Last choice is to bring it to a pro. The chimes are the first to wear out but they should work manually when you turn the big gears as described above. advise....
