Question
it seems this clock has been over wound. is there anything i can do to fix it thanks

Answer
Overwinding is really not a cause for a clock to stop unless the mainspring are really dirty and dry.
There is probably something else causing the problem.  
Does the clock tick at all?
Try taking the pendulum off and see if the clock will tick without it.
Will the clock chime if you move the minute hand forward to the next quarter?
