Question
This clock is Pearl Grandfather Clocks movement 451.
another nonworking clock purchased by my wife just today. The previous owner said she thinks she raised the weights up too high and the clock didn't restart. The 3 weights were hanging in a normal rewind position but the pendulum was off and sitting on the bottom of the case. Don't know for sure but I'd guess she was over Zealous while resetting the weights and knocked the pendulum off.
I plan to rehang the pendulum on the off chance the clock will work. I lightly secured where the pendulum would hang and secured the chains by wrapping with a twist-tie, then locked the chimes with the levers before I loaded it in the van.
What should I look for before I actually rehang the weights just as they are(2-3" below the movement) and start the pendulum.

Great, you tied off the chains before moving.  So many people neglect this simple chore and end up in deep doo doo because of it.  
Now as to hanging the weights, your 451 has three weights, 2 @ 4.7 lbs and 1 @ 6.6 lbs.  Hang the heaviest weight on the right, as you face the clock.  hat is for the chime train, since that train does the greatest work to do its thing it requires the heavy weight.  From what you say I suspect you have a larger problem.  If you will copy down and send me all the information stamped on the clock movements brass backplate.  With that data I might be able to locate and exploded view of the movement which could be of great assistance to you.  Best of luck and my regards, WJP
