QUESTION: HOW DO I GET RACK N SNAIL BACK IN SYNC WITH CORRECT AND CORRECT # OF STRIKES

ANSWER: The snail determines the number of strikes, in most movements it does not have to sync with anything else. The main concern is that it drops all the way down at the deepest position (12:00). If it is set too close to the edge it might get caught on the long straight "wall" of the snail that goes up to the 1:00 position.
To test this, advance the minute hand from 11:00 to 12:00 being sure that the rack drops safely into the 12:00 position and that the strike lifts it all the way back out. Do this with the pendulum swinging. Then, advance to the 1:00 and be sure that the rack drops down safely on the top 1:00 position.
If these two positions work correctly, everything else should be fine.

QUESTION: I BOUGHT THE CLOCK FROM A FRIEND. GOT IT WORKING KEEPING TIME,HOWEVER HAVING TROUBLE GETTING CHIMES TO FUNCKTION. IMOVED HOOK LEVER AND NOT SURE WHICH TOOTH TO SET IT IN THE HAMMER COCKS BACK FOR THE STRIKE BUT WONT RELEASE. SEEMS LIKE THE FLY IS SOME HOW BEING HELD UP.WHEN I ASIST IT, IT SPINS AND HAMMERS START STRIKING.AFTER THAT ON THE QUATER HOURS AND HOUR HAMMER PULLS BACK AND I HERE A CLICK.

Answer
Without seeing the clock I don't know what is causing it to not work properly. Have you oiled the pivots of the fan and the pivots of the gear that drives it?
The symptoms also make me think you might have a bent pivot.
You can test the gears by pulling the hammers away from the lifting gear and see if the gear train runs through its cycle. If they do, this would be an indication that they do not have enough power to lift the hammers.
