ANSWER: This is a 1984 Hermle German movement their part #1161-850 114cm long pendulum with 60 beats per minute
and yes they are easy to blow past the "stop works" that stop the cable on the way up and on the way down -- the dial needs to be removed and the works taken out to repair (easy external fix- but you got to get to it from the front of the movement.

QUESTION: after removing the dial and face plate . how do i fix the stop? do i let the other 2 weights run down to the bottom of the cabinet and use that as a gauge?

actually the opposite- you set the stop to lock when winding up equal to the other two weights.
see photo attached -- the winder goes clockwise so the long finger on the winder shaft turns into the shallow notch on the idler gear (marked with a ^) and then cannot turn any more. I suspect you have cranked it so the finger went past the shallow notch and now backs down to the notch (one revolution) and thinks the weight is at the bottom of the case.
this might be a job for a pro?
