Question
QUESTION: Regarding the previous series of emails, you do have it right.  I turned both levers (strike and chimes) to the off position (silent) and it did not resolve the issue.  The clock still sets up though it does not chime or strike in the off position.

ANSWER: what does: " The clock still sets up" mean???

It still stops ticking just before the hour??

---------- FOLLOW-UP ----------

QUESTION: It means that even when I turn the levers to silent, the clock sets up for a chime at each quarter hour and for a strike at the hour, though it does not actually chime or strike.  It stops between the 50 and 55 minutes as it tries to set up for the hour strike at the 60th minute.

Answer
in the silent position, do any of the gears turn on the quarters or the hour? or are they locked in place by the levers?

the only way to find the problem is to run it with the dial off and watch closely that 5 minute period. the minute hand is in the same place - it is not rubbbing on something on  the dial or the case at that spot? The 4 lobed star wheel on the hand shaft is is the same spot while lifting levers- might be crud in the gears at that spot or a burr on the lifting lever--going to be something subtle- but I do not think any new parts are needed once you figure it out --or call a pro.
