Question
Are replacement time pieces available for a Quartz, no jewels, mechanism for a mantle clock made by Tochigi Tokei Co. Ltd of Japan?

Answer
I don't sell Tochigi and don't know any company who does. They seem to be imported already installed in the clocks. Usually quartz clock movements can be replaced with another brand. You may need to get new hands though.
If the minute hand is held on with a small nut it is called an I shaft movement. Those are the type we sell. If the minute hand has a round hole and just presses on it is called a "press on movement". Replacing press on movements can be difficult because the hand hole sizes are different by every manufacturer.
