Where can I find an english operating manual for a Hermle 340-020 mantel clock?

Hemle has offices in the USA.  I personally have never seen such a manual.  If there is such a thing they would be the likely source.  They are on the Internet under the name Hermle Black Forest clocks.  There is a manual in print, called "The Hermle Service Manual'  This volume is a trade publication and provides information on "ALL" Hermle movements.  I suspect you could acquire a copy at reasonable cost through e-bay.  Regards WJP
