Clocks, Watches/Cannot move minute hand

Question
I recently was given a Ridgeway grandfather clock (maybe 30-40 yrs old) which I was able to level and run.  However, I cannot move the minute hand in either direction to set the time.  Tried with weights on and off.  I have 5-6 other pendulum clocks and have never had this problem.  Does it need to be disengaged some way?  Appreciate your thoughts.

the gearing inside that is the hand clutch is siezed- often oil in the right spot can help but also often not- you can just start the clock twice a day when the time is right or remove the movement and attempt to oil the spot- or call a pro----3 choices--your call
