QUESTION: First we inherited a grandfather clock or grandmother, we can't tell very who made it...it has an imbossed name on top and then a PL 61 cm and then made in germany on bottom. it is in a place that is not very accessable. Our clock has the chains up tight and they won't seem to move and the weights are off.

ANSWER: I will need more information to help you.  You will need to move your clock to gain access to view the clock movements backplate.  On this you will find stamped quite a bit of data.  I will need to know all of that information.
If I understand you correctly the chains are jammed in the up position and the weights are off.  If this is not correct, include a statement about what is wrong with the data from the backplate.  I most likely will be able to advise you, but the information is vital.  Regards WJP

Apparently your clock is one of the rare ones that got thru manufacturing without its pedigree being stamped upon the movements back plate.  In absence of that information I cannot identify your movement and am, therefor, unable to help you.  I am indeed sorry for this turn of events.  Not being able to conjure up an image of the movement precludes any analysis of the problem.
