Question
I have a rescue cocker who is constantly panting and pacing gets alot of exercise but continues to be anxcious and paces the minute I move he is right on top of me where ever i go in the house he follows. he is very excited to meet people but is very vocal he also screams at time which is very scary. I am not sure how to treat these behaviors. He was not abused from my understanding and is well mannered stays off furniture sit come stay comes to me off leese I have only let him off leesh in secluded area I think it may be an imbalance in his chemistry he eats only welness food and no human treats no treats at all really very well behaved on a one on one basis.. Please help

Answer
Can you tell me how old he is?  How long you've had him?

I need to know exactly when he does this.  You seem to say he's okay/calm on a one-to-one basis.  Does that mean he's not anxious when home alone with you?

If you can take your time and be more specific I can help you.
This isn't uncommon in rescue dogs and a lot depends on "your" reaction to his nervousness.

So write and tell me when it happens and what triggers it.
