Question
My cocker pup is 3 months she will be 4 months on Feb/14th. I would like to know when can I begin to bathe her and when can I start to walk her? This is my 1st dog and I am not sure everyone says something different.

You should be walking her every day now that she's finished her puppy vaccinations.  Cockers love a LOT of exercise and at her age it'll help her be a better behaved pup.  A tired dog is a good dog :)

I wouldn't bath her unless necessary.  Very soon she'll need to go to a groomer once a month for a bath, clip, nails, etc.

I don't know where you live but if it's in a temperate climate then walk her as long as you want.  If it's REALLY freezing cold then 15 to 20 minutes is long enough.  And don't leave her out in the yard for very long if it's cold.
