Cocker Spaniels/Cocker Spaniel behavior

Question
My daughter's cocker spaniel displays a unique, consistent behavior when he looks off into the distance.  He focuses and then slowly raises his head.  He stops and refocuses at a level position and then, slowly raises his head again.  It is such a consistent behavior that I am curious if it is something peculiar to cocker spaniels or spaniels in general.

Answer
You've got me stumped, Mary.   I'd be curious to know what he does when he spots a bird or a squirrel.

Or on walks when his focus is naturally shifting constantly?

This may be something he does when he's just "looking around" and he's starting with the closest object.
