Cocker Spaniels/Cocker potty issues

Question
We have a four year old cocker, he poops in our basement almost every day.  If we crate him he will go in the crate.  We let him out every morning and walk him most days in the warmer months.  He has a nice big fenced back yard to roam.  It is clear that he knows it's wrong because he acts as if he is ashamed when we get home if he has gone inside. He has even urinated on our children's beds.

He likes to go for rides and walks, in some ways I think he does it because he's angry that he has been left behind.  We work and can't take him everywhere we go.

Any suggestions you have would be greatly appreciated!

Answer
When does this happen?  And how long has it been going on?  Was he successfully housebroken as a puppy?

How does he get to the basement?  And most importantly, how long is he left alone most days?

I need a fairly clear picture of what's happening to offer suggestions.
