I HAVE A 1943 WHEAT PENNY AND THE 4 IS BARELY NOTICABLE IS IT A MISPRINT

Wendy, probably not.  The steel that was being stamped in 1943 is a bit harder than copper and so (I think) wore out the dies a little faster.  Also it was a little harder to stamp everything into the harder steel.  So, you often see some areas of the piece a bit lightly struck.  Sounds like that is what you have there, Jim Lawniczak
