Question
i have read that a 1990 penny without a mint mark could be worth 3000.00 dollars and i was just wondering if it was true

Answer
Regina, the U.S. cents made for circulation in Philadelphia have never had a mint mark.  I didn't look it up but probably 2-3 billion or so of them were made (without mint mark) in 1990.  So, I can't imagine one of them ever being worth $3000.  An uncirculated roll of 1990 cents sells for around $2.50 today so 5 cents each. Thus, the only premium over face value is for original rolls from banks or such as minted, never used or circulated.  A 1990 cent that you find in circulation is worth just that, one cent.
