Coin and Paper Money Collecting/2001 Quarter

Question
I have a 2001 quarter that seems to have misses the copper layer process. I received in change from the local bank and could feel the weight difference and the sound when you drop it on the table. Do you have any ideas?

HI Clyde,
I have seen the outer layer missing, but not the inner copper layer.  The coin should weigh 5.67 grams
I would really have to physically inspect the coin to make any judgement.
