Question
I found a coin digging in the hills of P.A.                The one side reads ONE PENNY, has a sun and a scale on the back side has the words DUM TACET CLAMAT, It has a bird a log being split and more but I have taken up to much of your time. I would like to know what these words say please ???

Andrew, the Woodsmen of the World was an insurance society.  It's slogan was Dum Tacet Clamat, which means Though Silent He Speaks.  I suspect you have found some kind of token for the society.  Try going to www.google.com and doing searches for Woodsmen of the World token and Dum Tacet Clamat and other such things to see who is selling other Woodsmen of the World exonumia.
