Coin and Paper Money Collecting/unknown silver dime

Question
a co-worker found a dime that we've never seen before. On the front it has Roosevelt, but his hair has very distinct horizontal lines instead of the normal pattern. Around the head is the inscription "United States of Millenium". To the right of the head where the date would normally be is ".95" The rear of the coin looks mostly like a typical US dime, however the "E Plurius Unum" runs through the branches and torch about 2/3rds down. (pretty sure not E Pluribus Unum). All stampings seem struck deeper than normal. Any ideas as to it's origin and date? Is it truly US mint? If so, any ideas as to it's worth? I'm not a coin collector, but I would say it is probably in 90-95 ondition.

I've never seen one like that before, but it definitely did NOT come from the U.S. Mint that way.

Sounds like somebody has manually altered a regular dime -- in the same fashion as hobo nickels and love tokens are done.

Value would only be as a novelty item -- perhaps a dollar or two.
