Answer
Hello John,
To my surprise there was no record of a Double Die Reverse (DDR) error on the 1982 One Cent coin recorded until this year.
Both coins I read about bear the small date obverse and are struck on a pure copper-plated zinc core planchet.
Since none have sold yet and there is no indication of the rarity there is no price history to go by.
Until more are found you do not really know how rare it will be. A die like this may have made a Million Coins with the defect. The sample I looked at was made very late the dies life judging from the amount of wear on the design it left in the coin.
The variety exhibits very strong doubling on portions of UNITED STATES OF AMERICA (with the strongest areas of doubling on the "ED" of UNITED, "ATES" of STATES, OF and "AM" of AMERICA), E PLURIBUS UNUM, "ONE CE" of ONE CENT and the statue of Lincoln in the center of the Memorial building.
Lesser doubling is also seen on most other letters that border the rim, while notable doubling can be seen on the left side of the Memorial building and all columns within.
Wish I could tell you more but error collectors may pay more for the coin now than in the future. I see other dates with similar errors selling from $15 to almost $100 dollars in ads. I cannot say how many do sell for each price.
Good Question and Good Luck to you,
