Coin and Paper Money Collecting/1983 quarter

Question
today i got some change back for a purchase i made and it had a 1983 quarter.  I've know there are D and P mints but the D or P normally is there is an S.  This thing is very mirror like and the eagle on the back and washingtons face look almost frosted.  I'm just curious if there is anything special about this because it sounds different when hit by another coin and looks different.

Hi Charlie,

The S Mintmark denotes that the coin is a PROOF coin that somehow got into circulation.
It is still made of copper and nickel, not silver so the sound should be correct.
If the coin is not scratched in any way, it would be worth about $3.   However  since you got it in change, the coin has probably been marked and worth substantially less.
