Hi Evangeline,

This is a specialized area of collecting and my knowledge is limited with star notes.  From what I have seen over the years, there is no set premium to be placed across the board.  Some times, few star notes are made and other times they are quite common.
Usually the higher denomination notes have fewer star replacemnts because the circulate less.

I would try contacting a curreny dealer directly on this one.  Try the Currency House in Deltona Florida.
