QUESTION: my father has one and was wondering the origin and estimated value of the 1944 20 centavos coin.

ANSWER: Nothing used, about $12.00 brand new.

QUESTION: what country used it and why is it a U.S. made coin?

Answer
It was used in the Philippines. The US captured the island during the Spanish-American War in 1899.  In 1935 the area was returned to civilian rule as the Commonwealth of the Philippines and the coins were made at the Philadelphia Mint. In 1946 it became an independent republic.
