Question
I have a Canadian two dollar bill signed by the deputy governor and the governor dated 1986. I wanted to know if it was worth more then just the face value? Above the year it has the word Ottawa and has a picture of a female on the front of it and two robins on the front of it. this is what it looks like

And I am not sure if you have an original autograph of the deputy governor or if his printed facsimile on the note?
Many of them are common and contain little value over face in country‘s other than that in which it was issued.
Here is what I can tell you though.
You are describing the “CANADA 2 Dollar Note 1986 issue. It is showing a portrait of Queen Elizabeth II and the Parliament building on the front and pair of robins on the back. The note was minted in Canada at the Ottawa facility.
Although Canada has stopped printing the Two Dollar Note and replaced it with a $2 coin it has only the face value if it is circulated.
If it is the autograph of the deputy governor you may find more value as a novelty. This makes it a cross-collectable so an autograph hunter may pay more than Scripophily collectors or paper money collectors. You may want to try an online auction for the best offer.
Currency collectors want only New Crisp Never Circulated specimen notes are traded at a premium value. These Mint state items get less than $10 US and usually less than $5 US.
