Question
So you know that when you take a new state quarter and turn it end over end it will always face the same direction?  I have a penn state quarter that when the face is foward and straight up turned end over end the back side is 90 degress to the right. What is the value of a coin like that?

Your rotated die error coin could be worth $200 or more (depending on condition of the coin) IF you get it certified.
