Question
I have come across a 2000 New Hampshire quarter that is a little roughed up but appears to lack a mintmark.  What is your suggestion on how I determine if the coin was printed without the mintmark?  How likely is it for the mintmark to be rubbed off?  That does not appear to be the case here but I don't know how the quarter was printed without a mintmark.

Missing letters like this is a relatively common striking error.  A foreign substance, like machine greas, got into the press and filled in some of the details on the die, so a bunch of coins would get struck with missing or weak letters until the greas got worked out of the die.

It has a negligable collector value -- less than a dollar.
