Question
i have a 1983 pennywith a state stamped above the date with wa inside the state is this penny worth anything?

Answer
Angie, this was a common addition to cents back in the late 70s and early 80s.  Actually, each state was "honored" in this way, and some of these were sold as full sets (all 50 states).  They were sold as novelties for under a dollar each and I think the set sold for $20 or so.  They really have little resale value today.  You can try going to www.ebay.com and doing searches like penny state and similar things to see if someone is selling something like what you have, Jim Lawniczak
