My husband has a 1999 Delaware quarter that was miss stamped.  The rider on the horse is about 90 degrees off being center with the head on the reverse side.  We have been told they are more collectable the more severe the degree of the misstamp.  Is this true and is it valuable or just worth 25 cents?

If it truly is a rotated reverse error as you describe, it can be quite valuable -- perhaps over $100 -- because modern rotated reverse errors are quite rare.

You should take it to a coin show and get it examined first hand, to see if it has been altered in any way, then possibly get it certified and encapsulated.
