Coin and Paper Money Collecting/Error Quarter

Question
I ran across a strange quarter. It's a 1977 washington quarter and is definitely made of copper. it is THIN. there is no raised rim, but there is reeding on the edges of the coin. What is this and is it worth anything?

It is either something that has had its outer copper/nickel layer removed, exposing the inner copper core (this has no value).

Or it was struck on a penny blank -- weight 3.11 grams -- value about $250

You should take it to a dealer to get it examined first hand.
