i have a U.S coin quarter that is printed on one side 1989/MINT-D and on the back side instead of eagle it has the whasington head D=mint and stamped 1990 so is there any rareness in this thank you

This is a magician's coin.  They sell for about $8 in novelty shops, guaranteeing that you always win the flip of the coin.
When a coin is struck, the obverse die and the reverse die strike the coin simultaneously, hence eliminating such a possible error.
