Could you please tell me if the eagle on the reverse side is supposed to be upside down Thank You

All U.S. coins should have the reverse normally at a 180 degree rotation difference than the obverse.  However, sometimes, the Mint screws up an the rotation is off a bit.  In some cases, these rotation errors can be worth a premium but it depends on the coin, condition, and market.  If you think you have an error coin like this, you can post pictures to one of the many coin sites on the Net like CoinCommunity.com and ask for opinions.
