Dear sir, Thank you for your time. I have several coins that are from 2000 and 1987. They only say fine silver and do not have the .999 on them. Are they in fact pure silver or is it some kind of advertisement. I appreciate you r taking the time to educate me. Dianna

Do these coins have other mottoes and denominations on them? Does it have a weight listed?
Do they have a country on them where they were made?  And is there an eagle on the side opposite the date?

With no other information I cannot really say what you have. Just having the word FINE SILVER does not guarantee the purity or the amount of silver used.
There are medals made that use base metals that are plated with pure precious metals that use the term fine Silver in their plating purity.

If the Coins are like the one in the image I have attached they came in two finishes. Proof and Brilliant Un-circulated each have a different value.
