Hello Joe, I have a coin that looks like a 1999 dime but was stamped over on both sides as a penny. the coin was obviously meant to be a dime in my opinion. For the reason that it has the rough edge like a dime should, its silver in color and the penny imprint on both sides is more prominent than the dime imprint. I have taken it to a coin appraiser and they verified that the coin is a misprint and advised me that they would try to put me in contact with a buyer.

I value your opinion much more than an buyer/appraiser talking to me from across a sales counter with dollar signs in their eyes. I would like to know your opinion on this coin. So I may move forward in selling "informed". I believe that anyone that gets ripped of deserves it if they didn't first do their homework. Thank you for your time.

I appreciate your confidence in me.  I have handled a number of over-struck pieces like yours.
Depending upon the condition, certainly an uncirculated coin would be worth more, these can go for anywhere between $200 for a mid grade coin and $600 for a mint quality coin.

If the coin is prior to 1965, I have seen them bring even a higher price.  Take a peek at eBay.  Sometimes there are similar items out there and you can get an idea of the value.  You may have to get the coin "certified".  You can do that yourself without the help of a dealer by going to www.NGCCoin.com
They are one of the leading authenticators and grading services in the world.  It will probably cost you about $40 when all is said and done, but it makes the coin easier to sell and usually will bring a higher price.  It's the smart way to go.
