Thanks for the fast response John.  Hopefully my question will be more clear this time.

I've been purchasing the US Mint silver proof sets off of Ebay from 1999-2008, mainly for the quarters.  They are sealed in a plastic container from the US Mint.   Is it possible for the seller to take the coins out of the containers and re-fill them with non silver or low grade coins?  When I saw the empty containers, boxes, and COA for sale on Ebay, I got concerned.  Your advice is greatly appreciated!--Keith

I am new to coin collecting and have been purchasing the silver proof state quarters from Ebay.  I recently saw where some people are selling empty containters, boxes, and certificates.  This leads to my question:  Are sellers able to take out the silver coins and replace them with non silver proof coins?  If so, what do you recommend.  Thanks for your willingness to help!---Keith

From what I have seen the silver proofs have a certain look to them different from the clad proofs there is where you could tell the difference also inspect proof set holders for any type of tampering hope this helps also helps to know your dealer might want to deal with someone local instead
