Hi Mary,
Certified coins come in hard plastic cases and are certified by a number of companies such as PCGS or NGC. If it is in a cardboard holder, it has not been certified.
You would have to take it to a local dealer in Houston. You can try US Coins in Houston, they are reputable and I recommend them.
