I was going through my collection of wheat pennies, all gathered in loose change, when I came across what certainly looks like some kind of error.  I thought I had 4 1943 steel pennies, but I have 3 and a 1983 that looks like steel.  Obviously it isn't, it isn't magnetic.  But it definitely has a steel look.  It appears the that the copper plating flaked off.  The coin itself is in fair condition.  I can read all the inscriptions, some of Lincolns hair and beard is detailed, the steps of the Memorial can be seen, but only faintly.  Could it be that this wasn't plated ever?  How would I know, and would this make it a valid mint error?

Yes it sounds like you have an unfinished planchet error.

In mid-1982, the composition of pennies was changed from mostly copper to mostly zinc with a thin outer copper layer.  This zinc you see is what makes it look like one of the 1943 zinc-coated steel pennies.

This error is actually relatively common. These sell at coin shows for a dollar or two.
