Hi, I am curious about this 1969 quarter. The front side of the quarter is super smooth, shiny and bright. The back of the quarter is fairly dull. It's almost as if there is some sort of silver type coating on the front. I have included a photo of the 1969 D quarter alongside a 1984 D quarter showing both the fronts and backs so you can see what I mean. Your expertise is greatly appreciated!

There is no record of the clad quarters having a wrong metal on one side. And I am not able to determine from the photo the condition of the surfaces.
If the other side is kind of rough and pitted it sounds like it may have been in an acid bath or over exposed to the elements.
I do see the Heads side as shiny but it may be plated or polished to give this effect.
Try looking with a magnifier where the letters meet the flat field on the surface. There may be a rough surface indicating the plating is not adhering or built up too thick.
If it was silver the weight would be off and the luster would not be so brilliantly shiny.
If you still suspect it to be a genuine error it needs to be checked by a specialist. If it is a genuine error, it will have numismatic value. But it cannot be attributed without a knowledgeable coin person seeing it.
The Item would have to be seen to be accurately appraised. A photograph would not really help with this. If you write back with the general location (nearest large cities) and telephone area code or codes and some zip codes in your area, I can direct you to an AMERICAN NUMISMATIC ASSOCIATION MEMBER/DEALER near there. They are ethical and trustworthy.
Again most likely the coin has been altered after it left the US Mint. Any alteration renders them worthless to true coin collectors. Only if the coins had come from the U.S. Mint this way would they be valuable.
