Question
my friend has a 1923 quarter she thinks is made on a copper blank. how can she tell for sure ?

Walt,

The only copper blanks in use at that time were for Lincoln cents.  If struck on one of them, it would be significantly thinner -- probably with the details along the outer edge cut off -- and would weigh 3.11 grams.  A normal 1923 quarter would weigh 6.25 grams.

Most likely her coin has just been exposed to something environmentally, causing it to change color.
