I found your answer to a question on a miss-sized 1941 Penny. I have the same thing from 1939. Raised edge, all the features, just smaller perportionately. I am in Phoenix. Who Can I take my penny too, and what is something like this worth if is in fact, an 'error' coin?

I am having trouble identifying your question.
From the image you sent with this question this One Cent coin does not look like an error.
And I do not remember an answer to the question you are quoting from.

Each coin is a different issue and has to be qualified on its own merits.  
The normal Lincoln Cent measures 19 mm and a US Dime is to measure 17.9 mm if you are to measure them.

Coin collectors only want coins as they are made by the government. If the coin you have has been re-sized or otherwise defaced it will have no numismatic value.
