Coin and Paper Money Collecting/1856 flying eagle proofs

Question
I need to know exactly who distributed the Flying Eagle proofs to congress in late 1856 or early 1857. Exact date if possible. Did he actually distribute to Congress as a whole, or to individuals in private? Was it James R. Snowden, or did someone else take the proofs to Congress?

Good question Ron.
I know that Snowden requested that Longacre design the coin modeled after Gobrecht's dollar and that between 600 and 700 were struck.
They were distributed to the members of Congress, 200 went to the Committee on Coinage, Weights and Measures, 4 to Pres. Pierce, some went to newspaper editors, Treasury employees and other people of influence.
However, I can find no information as to who actually handed out the coins, on what date of if they were distributed en masse or individually.
