Question
I have a 1976 US proof set that is still in it's original packaging and has never been opened.  It is sealed in package from postal service.  How much is this worth??  Also, if I choose to sell this package who would I sell to?  Any suggestions?

These sets are fairly common, and typically sell for $5 to $8. Your set, in the original postal envelope, is a little less common and typical examples sell for around $8 to $10.
Your best bet is to sell it on eBay. There was one just like yours that started at $9.95 with free shipping and sold as such. A coin shop will offer you about half of that for it, since they look to make a profit reselling it.
