Question
Are there any US dimes since 1964 that have so little silver that the coin appears solid copper?  Are these coins of more value than a dime with the normal silver appearance?

After 1964, the only silver dimes would be special silver proof coins, sold in hard plastic sealed sets from 1992 on, and have an "S" mintmark on them.

I suspect what you have is an unfinished planchet error -- a coin cut from a part of the long metal strip that did not get its outer silvery-looking coating.  These coins will be slightly lighter in weight than a normal dime, and are worth a couple dollars.
