I was searching for an answer too...its 2013 now and i just received a silver colored 2004 Wisconsin quarter from the Denver mint.  it also has a silver only colored edge ( not cooper  clad alloy).  I compared it to a regular quarter and it does appear to be thinner.  I weight it and it came in within specs of a quarter. It does appeared to be a bit weird.  Did you find any further info on it...value? Thanks :>)
