I  have a  one  dollar  Federal Reserve  Note Series 1981
L39497596E which is  personally autographed in Ink across  the  front  by Katherens Davalos Ortega who,I believe,later  became Secretary of  the Treasury .Any idea on  value?

What you have is known as a courtesy autograph.  It is fairly common for signers on currency to do this when requested.  As far as value - if the note is in perfect condition then somewhere between $10 and $30 might be accurate.  Modern courtesy autographs are not a type of rare currency.  Most signers are very accessible and often come to collector events to sign items.

Many bank notes have variables that can make two seemingly identical notes have very different values. That is why it is so important to work with an expert. I personally hold several world records for highest price paid for certain categories of banknotes. While I personally don't deal a tremendous amount of coins, I can provide sound advice on where to sell coins in NYC, and other major metro areas across the country. I have seen the worst of the worst and the best of the best when it comes to coin dealers.
