yes the bank note was issued in 1973-75 but :
1- the queen is the one in the 1954 bill
2- the bill is dated 1954
3- the color is black instead of red
4- the back of the bill is exactly as the one issued
Find attached the 1973-75 and you will see all the differences

Answer
Yes, the 1954 notes were issued for 20 years without a date change because there was no design change. The signatures changed as the years went by and official came into and left office. Lawson and Bouey were the officials in that position 1973-75.
The newly designed notes dated 1974 circulated side by side with the old 1954 notes as the old ones were slowly withdrawn. Lawson and Bouey are also on those. The $1 and $2 notes were discontinued in favor of coins in late 1975.
The U.S. does the same exact thing with their paper money also.
You might also try a library for a copy of the Standard Catalog of World Paper Money for pictures, values and lots more interesting info.
