Question
On my 1999 and 2000 silver proof set state quarters the Washington head and neck are more light yellowish colored then rest of obverse /originally sealed/. It is Damage or not?

This is the beginnings of toning -- as time goes by it will become darker.  While it technically does not reduce the value of the set, most people prefer white proofs, so it becomes harder to sell, unless it gets to the point of being beautifully rainbow toned.
